It said that a non-citizen over lv15 can't enter in pvp channel?

do i have to enter in PvE and do some citizen stuff first?

I am VERY VERY tempted to start on Atlus, cus seriously i've kinda fallen in love with steam punk =D but it's cus of the proxy u need im concidering going to Aika instead :]
